The validity of the victimhood doesn't even matter that much. It may actually increase the effect because the mentality then no longer has a self-destruct through cognitive dissonance mechanism.

The victim mentality is very close to the bully mentality because it rationalizes uncapped aggression.

How does victimhood rationalize uncapped aggression? In the revenge sense (ie violence against an oppressor is justified)?

Revenge is one response when the 'enemy' is clear. Other examples that came to mind include cutting yourself, kicking the dog, and Germany right before WW2. Instead of measured aggression like "Fine them $234 to encourage better behavior!" it's "My pain must be felt!!"
