Military assets are interesting in that they’re difficult to liquidate. E.g. you can’t really sell a nuclear bomb and you wouldn’t want to just waste it. You have to just maintain all this stuff in the hopes that it’ll be useful some day...

Rest of the rocket can get used for satellite launches. The US is actually doing that now. Obsolete Minuteman missiles are being repurposed. Current regulations prevent them from being used for civilian payloads, but that could (and IMO should) be changed.
