Regulations exists to protect consumers, not be arbitrary barriers. If your innovation helps the lives of consumers, a good regulator will support you. Even if it means changing the rules.
I wonder if being somewhat negative is a good trait for a regulator. Preserving the status quo yet also wanting it to be better. The hyper optimistic often can see no wrong with the status quo and thus view change fearfully.
