In china there is a sharp divide as in high school you have to choose a specialization in “technical” or “literary” classes. Easily becomes smart vs not-smart and subsequently lack of importance.

Yep. IMO the cultural revolution destroyed a lot of the appreciation for culture, art, ideas etc... what remains is a jaded hyper pragmatism. The teachers would probably say that a Strong Country needs Strong Minds.
