is there a word like "repair" that suggests improving on something, but - doesn't imply that the original state was broken - doesn't imply that the new state is superior ? seems unlikely but it's worth exploring

+1 for refactor. Code is reorganized not to make it better but to clear out space for future work. “Marie-kondo” is similar. They’re both not about “features” or “stuff” but clarity and focus.
