They most certainly are not one in the same. That’s like saying Sunnis and Shia should be able to get along b/c they’re both Muslims.
No, it's not. Germany should clarify exactly what they mean. If they intend to use aid as leverage to protect human rights - rather than just grandstanding - they need to be clear and specific about what kinds of practices are unacceptable

The category error that everyone is missing is AFG has, at least in our lifetimes, never actually been governed. The idea that the Taliban just show up and now suddenly there’s an entirely cohesive government that’s not wildly dependent on foreign aide blows my mind.
