Agree they deeply want sanctions removed. The draw is that it costs the US little to try for this* and helps the Taliban save face when agreeing to extend. While it may seem soft to some to offer incentives at this point, it'll work 100x better than sabre-rattling and threats
*As @BRRubin points out, removing sanctions requires the international community's buy-in -- which is unlikely to be unconditionally forthcoming anytime soon. It will require significant outreach, diplomacy and Taliban violence reduction.
It definitely won't happen quickly
But maybe sanctions removal (or more precisely: negotiations around it) would draw the wider international community into the process more. This has been a major gap. And you need wider engagement if this process is ever going to actually work.
