Agree they deeply want sanctions removed. The draw is that it costs the US little to try for this* and helps the Taliban save face when agreeing to extend. While it may seem soft to some to offer incentives at this point, it'll work 100x better than sabre-rattling and threats

But maybe sanctions removal (or more precisely: negotiations around it) would draw the wider international community into the process more. This has been a major gap. And you need wider engagement if this process is ever going to actually work.
