Fair point -- like JP suggests, it could go either way? And that's a lot of ghost soldiers on the rolls if, as Fatima says, Ghani has publicly admittedly to only 30-40. Either way, it's still horrific. (And another level of horrific that its a struggle to get precise numbers...)
