100%. 'Reviewing' the agreement is a status quo move for any new admin. Also might insulate them from Congressional criticism, get a little goodwill from the Af gvt, etc. And they keeping Khalilzad, so...there's no real hint of a substantial shift in policy at this point
Keeping Khalilzad will help support the message that this was all a terrible mess created by the last administration when it blows up in the US's face, as it will.
