CBE still uses gvt curricula (or similar) and provides *something* in an emergency (instead of nothing). It happens in homes, mosques, etc. but its an approach run in cooperation with the MoE. http://www.unesco.org/education/edurights/media/docs/1b4f5b9e04664bdeec52861ccdf89c096283bc41.pdf …
That said, I'd be more interesting in what the real experts actually working on these programs think -- the people at organizations like CCA, CARE, COAR, NAC, SCA, AKDN, etc

It is impossible to educate all the children in masjids because educating the millions of children needs the place and the materials. The minister made an advertisement and she just wanted to make himself known to the public, but the ignorant believed that it was possible.
