Hmm. I’m actually not 100% clear on what the acting minister is proposing? She seems to be talking about the importance of religious education (?), which is a slightly different issue. But the article has a lot going on – a few quotes from her, complaints about textbooks etc.
But I see why it's aroused controversy, and yes I was thinking of formal CBE programs, which are run in cooperation with her ministry. These are an emergency, stop-gap solution -- when no ‘formal’ gvt school can happen.

CBE still uses gvt curricula (or similar) and provides *something* in an emergency (instead of nothing). It happens in homes, mosques, etc. but its an approach run in cooperation with the MoE. http://www.unesco.org/education/edurights/media/docs/1b4f5b9e04664bdeec52861ccdf89c096283bc41.pdf …

That said, I'd be more interesting in what the real experts actually working on these programs think -- the people at organizations like CCA, CARE, COAR, NAC, SCA, AKDN, etc
