For what's its worth, I'm zero surprised by this interview. But its also not actually what the TB does on the ground. They need govt teachers, medical staff, etc. They actually don't target *everyone* working with the govt; they can't afford to. Even those that they do target...
They typically don't mind turning instead of killing (ANA, police, etc). That isn't to downplay his statements, but they aren't exactly reflective of the strategy on the ground

(Except, of course, in the sense that their current strategy is an enormous FU to the US and pretty much everyone else. His comments are obv totally in line with that...)

Z. Mujahid speaks like a warrior because he is the spokesperson for the Taliban and they do not want to change the strategy of war during communication. But on the ground it is another reality as you say.
