Afg is not in good condition these days, the govt has lost their trust among the Afghan people and according to the Afghan Constitution, a Loya Jirga is considered the"highest expression" of the Afg people, therefore, Ghani wants to get some credit from the previous Jirga members
Well this is a doozy: prisoner releases thus far were probs illegal, the jirga itself is maybe illegal, and this might just be a tactic to get public backing for more delays?

What was legitimate during 19 years of occupation that this Jirga was legitimate? An administration set up by the occupier has never been a legitimate state in itself.
