Thanks for sharing. I skimmed over Summary. Doesn't seem to mention Secretary General's 2016 PVE Plan of Action, associated resolutions, esp. youth, some other initiatives. From ground experience, I can tell you it's a non-issue. Fully institutionalized. Funding big factor.
