Isn't this a bit convoluted though? UN staff should not be neutral and impartial in face of racism, as long as they express their feelings in an "entirely private" capacity?

I don't think he means you have to protest in a room with the door closed, I think it's more that your sign should read #BlackLivesMatter, not "The UN says get off our necks."

Same, same - and curious to hear how they address this (thanks for flagging) I just really wish the initial stmt said something like: Black Lives Matter. Whilst the UN must remain neutral (or whatever), we urge all UN staff to reflect on this and work toward a more just world

Yes but in fairness none of the @UN’s current ASGs boast what Bunche had in ‘65: a personal Nobel Peace Prize (15 yrs previously); the US Presidential Medal of Freedom (‘63); solid US support for the UN.
