And if I recall correctly the staff rules and regulations are actually issued in a Sec-Gen Bulletin, so
@antonioguterres could interpret, develop or adapt them if need be.

Seems like a classic blunder of confusing impartiality with neutrality. The UN is impartial — treats all sides the same—it is not neutral. The UN is not neutral on racism and systemic violence. UN staff should be encouraged to demo for these causes!
