Absolutely. I mean technically this would be the HC, but you don't have a standalone HC in Afg... and you are totally right, the risks of one agency speaking out: formidable. The only way is strength in numbers. How you get that...?

Cohesive humanitarian advocacy on the best of days is difficult. In a country where that same community is viewed with disdain on both sides...trust is low and access is so uniquely different by locale, and that too different agency to agency.. nearly impossible.

But it's absolutely vital. And to your point about the humanitarian CF. In principle, it's critical. In practicality, the Taliban were never going to accept it in good faith. So now, needed r specific efforts that can rally humanit/int com that's practical and hits at needs.
