I agree with you, not off-base at all. The challenge is finding the humanitarian voice who is willing to take on that position, because single operational organizations are under numerous pressures precluding them from taking that risk - from all sides.

Absolutely. I mean technically this would be the HC, but you don't have a standalone HC in Afg... and you are totally right, the risks of one agency speaking out: formidable. The only way is strength in numbers. How you get that...?

And I second your fear over the politicization of aid, not only from the Taliban and AFG Gov as they spar for legitimacy over their respective COVID responses but more generally in the event the peace process progresses and space opens up across the country.

It is and will be a double-edged sword. The needs in rural areas are immense and operational agencies, operating under the auspices of humanitarian principles and do no harm, are committed to addressing those needs.
