5th Q is for @JarrettBlanc: How do you see #Iran's possible role as a spoiler in the peace process, should tensions continue to mount between it and Washington? Is there anything #Afghanistan can do to mitigate this situation? #AFGPanel 23/n

@Afghan_Policy: Suppose 5k prisoners are released but later the US-#Taliban agreement is broken—how does the agreement address this risk? 5k fighters could intensify the war & leave the govt with reduced bargaining power.#AFGPanel 24/n3 vastausta 0 uudelleentwiittausta 3 tykkäystäNäytä tämä ketju -

1/n I mean, the Constitution guarantees a set of rights. That said, there's legal pluralism. The civil code has different sunni/shia versions, both based on Islamic law. Things like, well, inheritance aren't exactly = rts but corresponding rights aligned w sharia

2/n all sorts of mechanisms have been built at the local level, from policies around elections of CDCs to the presence of the
@AfghanistanIHRC, which has such a critical role. But for this all to work, you need a modicum of security and rule of law1 vastaus 0 uudelleentwiittausta 2 tykkäystä
3/n Downward accountability has been sorely absent in a lot of places - due to the political settlements that tend to govern resource distribution and opportunities. So I'm afraid, the mechanisms in practice are fairly limited #AFGPanel

This is what I mean by not expecting the peace process to solve all problems. There are a lot of violations of rights now. The inclusion of the Taliban in the central government isn't going to fix that, but a period of reduced political violence may allow positive evolution.

And maybe a constitutional structure that better reflects the de facto decentralized nature of political authority can emerge from talks...
