This is what I mean by not expecting the peace process to solve all problems. There are a lot of violations of rights now. The inclusion of the Taliban in the central government isn't going to fix that, but a period of reduced political violence may allow positive evolution.
And maybe a constitutional structure that better reflects the de facto decentralized nature of political authority can emerge from talks...
