2/n all sorts of mechanisms have been built at the local level, from policies around elections of CDCs to the presence of the @AfghanistanIHRC, which has such a critical role. But for this all to work, you need a modicum of security and rule of law
3/n Downward accountability has been sorely absent in a lot of places - due to the political settlements that tend to govern resource distribution and opportunities. So I'm afraid, the mechanisms in practice are fairly limited #AFGPanel
