1/n Oh boy. I think it's very tough in general, but it depends very much on district/local dynamics -- so I don't want to be too pessimistic or make blanket generalizations here. There are after all nearly 400 districts.

2/n Obviously the Taliban have used this to their advantage. The best work I've seen on this is GoA's own MEC reports. They are shocking, damning - but its transparency, at least. @AANafgh did an overview and MEC reports are here
