1/n "Decentralization" is a minefield in the Afghan context. It conjures fear that you will have fiefdoms, outright civil war, ethnic persecution, vulnerably to Afghanistan's neighbors and so on. PLUS you don't have reliable public census data (altho some privately exists...)
2/n Which leads to a knee jerk reaction from the central govt to keep power a tight grip on everything they can. We see that in the current constitution but it's a historical dynamic. Barfield covers this well. But that doesn't work. Partly b/c Afghanistan is so diverse

3/n Anyway, Its a highly polarized issue and hard to talk about objectively. So you need to break it down. One issue is fiscal deconcentration. This is one of Massoud's points. Give provinces and regions greater ability to raise revenue locally and decide how to spend it

4/n the underutilization of municipalities is one thing we could start working on, like, now. And taking gradual steps to give fiscal powers to the regions. It doesn't have to be a dramatic overhaul. There are so many baby steps and ways to experiment w/ what might work
