One of the most interesting points imho comes at the end: "the US should urge the UN to convene the relevant global and regional powers" The US has been reluctant to confer authority to the UN in this, but it's LONG overdue. Even if the US pivots to essentially empower the UN...
You will need a strong, staffed up UNAMA. You will need a very different kind of positioning and leadership on these issues. Different expertise? And, quite possibly, a different structure?
