Was surprised report says 2 deputies rather than 3! Interesting how with each new TB leader, another deputy position gets added. One deputy during Mullah Omar, 2 during Mullah Mansour, and 3 during Maulawi Hibatullah! Also no mention of civilian district governors?

The report seems to sway towards arguments that local commanders (ie governors) can and do override central leadership. While this is correct, I think that evidence in report can also be used to make argument that central leadership willing to compromise on local level BUT..

the burden is on shadow governors to prove that ground realities means that TB should suspend general policy. I add this dissenting voice to balance the flavour of report in making such arguments

It's an important pt for the int comm or anyone engaging w TB. You won't get a fast answer on a contentious issue, because power is diffused to ensure everyone stays inside the tent (Again, I'm still grappling/ fumbling around w this - but it seems fertile ground for more debate)
