I don't think they are a simple proxy, but let's say for a moment they are: even a proxy group has its own preferences, rules, policies - no? Murree and other examples come to mind. The TB-PK relationship is a complex one, don't you think?
I agree. Taliban is a mix of proxy, insurgency, drug traffickers, criminal economy elements - all of these factors have a huge influence on their so called policy making process. This is the point I was trying. Good initial job!
