I have often wondered whether this might be part of the solution to restrictions on finance channels; bigger NGOs might more easily afford to address all the required compliance issues rather than the costs being replicated across multiple small NGOs... @hpg_odi @mercycorps

That's a really good point - god, the compliance overhead kills smaller NGOs. Not to mention onerous donor reporting...
