US policy been, for a long time, the biggest obstacle to peace. Not the Taliban, not GIROA, not Pakistan (although they’ve all done their bit to keep the chaos going). But it’s the US. And who is the single most influential player driving US policy? The US military.
Without the US military supporting a diplomatic end to the war, it won’t happen. For the military to get behind talks, I'd imagine they need to spin this as something other than defeat.
All sides will have to do this, and it won't be easy. And so this probably means they need to take credit for helping end the war (rather than acknowledging that deeply flawed strategy that has repeatedly made the conflict worse and prolonged it).
