    On Taliban & women rights: important to remain focused on legal rights and next steps for existing legal rights of women. That should be the baseline. Behavior/practice can change overnight & tends to be context specific/varied by province, local “authorities” etc

    Evacuation flights from are leaving nearly empty. Thousands of Afghans with travel docs can’t get to airport. Taliban have erected checkpoints and are preventing people from entering. Need to secure a clear path for people to get on their flights.

    It is so, so easy to dump on this. But remember that once the diplomats have evacuated and the world's attention wanes... agencies like will be left as the main channel of aid to . And they will need to maintain some very difficult relationships indeed.

    I am slightly annoyed I didn't write about these WhatsApp helplines ages ago. But when I heard about them, they weren't "helplines". It was more just, your local Taliban were reachable by WhatsApp, and if you called, they would resolve disputes. It's just how they govern

    Today's surreal story: the Taliban set up a helpline for concerned residents on WhatsApp, and Facebook has now shut it down.

    Another powerful gesture from the Taliban - soon after spokesman was interviewed by a female anchor on Tolo TV. Questions now - is this a PR campaign, or a sign of fundamental change in how they plan to rule? And do the leaders doing this have support from the whole group?

    A number of Taliban officials visited Dasht-e-Barchi Hazara neighborhood of Kabul and attended a Shia mourning day for Muharram.
