It is said often but it is simply not the case that ACA was based on a "GOP Policy Plan." It was nothing like the Heritage Plan, as @LemieuxLGM has shown many times. It did resemble the plan passed by a veto-proof Democratic supermajority in Massachusetts that Romney signed.
