The 1898 case involved parents who were legal immigrants to the United States. Trump may be trying to create a scenario where someone who was born to undocumented parents in the United States has to sue for their citizenship. Then the Supreme Court would revisit the decision.

It isn't changing the consitution. If the 14th amendment was interpretted as you seem to believe it is intended, US citizens that give birth overseas would not be able to give that child citizenship. "Jurisdiction" in this case, means political jurisdiction, ie, here legally.

I don’t think Trump believes there are any limits to his power. And as time goes on, and as Congress refuses to actually stand up to Trump, and as the courts continue to be packed with right wingers, he has good reason to believe he can do whatever the hell he wants.
