Trump cannot seriously think he can change the constitution and court decisions with an executive order. He's got to be doing this to rile up his base to vote. At the same time, I wouldn't put it past him to try, and I wouldn't put it past a modified Supreme Court to approve.

The 1898 case involved parents who were legal immigrants to the United States. Trump may be trying to create a scenario where someone who was born to undocumented parents in the United States has to sue for their citizenship. Then the Supreme Court would revisit the decision.
