There's no indication that sqlite knows how to process reports properly. Who comprises the people who evaluate reports? How do they handle a conflict of interest? The missing process documentation is what's concerning.

Agreed on baby steps. However, users are still people who can make code of conduct reports. They are still part of the community. Bug trackers are usually covered under a CoC.
