The iPhone on the left could be iOS 12 because, nothing is looking new there....
Earlier build of iOS 13. New wallpapers and icons are only included in beta 1 that gets released at WWDC, sometimes after.

Sure but, icons are the same, Find My not there... same dock, etc.

Dark Dock, earlier build with no new icons. Find My is not on the first home screen by default.

Most of the icons in iOS 11 were only changed in later beta versions. (maps, reminders, camera, etc)

...Settings, App Store, iTunes, Notes, Calendar. Even though they are minor, there was a lot of icon changes in iOS 11 that people seem to forget about.
