If that's a genuine question, he was David Davis' No. 2. So essentially the political team has quit, leaving the talks in mid air.

I recognized the name, but couldn't put a face to it. Think I might have seen him on BBCQT in the recent past, but not 100% sure about that. Maybe this IS the plan A. "Look at all these concessions! EU turned them down. It's Hard Brexit and ALL THEIR FAULT!"
