This sounds great to address. Why weren’t background checks previously adhered to? Are gun sales in general not well enforced or just when shipped? This feels like far from the top issue everyone wants Chesas office to tackle but good work nonetheless.

Because the stuff being sold is definitionally not a firearm. Only the lower receiver (part that holds everything else together) is a firearm.
