As our country comes to terms with the damage caused by our excessive reliance on punishment as a response to crime, the use of the criminal law to sustain racial hierarchies, and the ways the justice system has undermined our democracy and weakened communities,
I was taking it as a reference to petty crimes, which I’m saying is the problem. Constant petty crimes breeds more petty crimes and is a problem for stores like Walgreens.

That’s not how it works. Income inequality is the crime. You want to save Walgreens, fix that. Until that happens, the Fed minimum wage has increased $7 since 1925. Wonder how much my rent would have been in 1925? But, it’s clear you want to demonize the poor- not find solutions.

Are you saying that in lieu of a raise in minimum wage, we should allow all theft? Doesn’t seem reasonable to me. I’d rather we help raise qol for poor without allowing crime/violence.
