I don’t know the data on it, but I’ve personally seen quite a lot of crime and theft in stores, so it seems unlikely that it is rare. I’ve been attacked my addicts in Soma and financial this year, not just Tenderloin. And I’m a large male minding my own business.

Calling people who use drugs “addicts” is not minding your own business actually man. And yes, we have seen how well throwing low level dealers in jail is at preventing “drugs”. If I can interest you in some books and research, id love to recommend some. Thanks 4 the input tho.
