Australia does this too, but like 6 months after you stop refilling it. Actually, come to think of it, the US has a grace period too - I bought a sim in August, used it for a month, then refilled it again when I came back in Dec and didn't have a problem.
I thought I reused a Telstra SIM a couple years apart but now I’m wondering if I misremembered and had to buy a new one. Makes sense re the US ones. I rarely can be there less than 6 months apart. Hoping that will soon change.
I worked in telcos pre-iphone era, and my guess at the time was that even if they had released your number back into the pool, if it hadn't been taken by someone else, you really had no problem refilling it, no matter how long it had been.
