I think not, but not 100% sure, /cc @sleevi_ @_robstr ? they have a "?" in the CN/SAN, is that invalid?
"Redacted" precertificates (except they're invalid and a violation of the CT/root policies). But no, they don't work / won't match for clients.
why/how does it exist
Symantec inventing their own scheme in order to nominally claim they 'log' all their certificates without actually doing so.

Would it surprise you to know it broke a ton of sites because they over-redacted, causing those certificates to not be trusted? No, it probably wouldn't.
It's not OK, since a pre-certificate is a binding commitment to issue the equivalent certificate, which would be malformed (due to ?). But it's moot since Symantec is already being distrusted.
