After reading the article linked below by Scott, this guy was acting real shady and was 100% up to no good. It seems like he was going to attempt passing the counterfeits off as real. Regardless of how one feels about it, that's illegal and he's doing the time for it.

His 15 month sentence was based on a falsehood, perpetuated by Microsoft, that each disc was worth $25. That's the license cost. With an accurate valuation of the discs (which were license-less and available for free on Microsoft's site), his sentence would've been much shorter.
