They wouldn’t need violence. All they would need is to make the price of the products so low that it would no longer make economic sense to sell it in the black market. No profit = No black market

If you did it that way there's no reason to prosecute them, in the intermediate term, not arresting them is also safer than arresting them.

Incorrect. In the near term arrest them, then do the same for the intermediate and long term. You have to make it an undesirable business venture in every way. All risk. No reward.
