If we’re talking about reducing the cost to society, a monopoly will vastly outperform any free market solution.

Oh absolutely not, A monopoly is hugely inefficient and we only grant them out of reverence to either political pressure or in deference to intellectual property.

How do you define “efficiency”? What business will operate without profit and hopes of increasing the market for their products?

You've narrowly focused there but nonprofit ones? Most medical products? (don't see knee surgeons out there with baseball bats and a spinner sign) Even bars are not nearly as pushy as the pushers.

At least you may agree that these products are far from normal in their ability to devastate individuals, families and communities.

A minority of our controlled substance list but yes, Methamphetamine( especially all of the children on adderall ) is the worst. Opiods and analogs, are problems especially because people tend to use so closely to the LD50 limits. But these substances, cannot be eliminated

They cant be eliminated, but they can and should be monopolized. And by doing so we can drastically reduce the criminality surrounding them and the harm produced.

I guess I disagree that no matter the amount of violence applied you can achieve a monopoly on selling a chemical that can be readily produced in a soda bottle with cough medicine. How might you do this differently than the last hundred years?

If you sell at a price that is lower or competitive with diy, would people choose to produce artisinal meth? Do people brew their own beer to save money?

I mean artisinal yes, but people don't go blind from methanol poisoning anymore, because beer is way cheaper to buy than brew. Brewing beer is not cheaper than buying beer in bulk.

Right. And most won't make their own substances when they can buy them easily.

Only the people who care will, and they will probably care enough to do so well enough to only poison people as they intend to mostly?

A tiny minority will spend the $ and run the risk. But ultimately we're talking about a fraction of the population who use these substances anyway.
