Traditionally a lot of peoples had no voice. Sorry to break it but that is how it was. Sniveling peasants or sweaty workers kept their mouth shut and worked and not asked many questions. Politics for centuries was the field for the wealthy and the privileged, for kings, clerics.

In the XIX century, most of the planet was elitist and undemocratic. That was the natural order of things. Read Julius Evola or Gustave LeBon. One can want all kinds of things. Actually getting something is different. Great societies are built by elites, not by pathetic rabble.

Shooting some demonstrators is no valid reason why turing the whole regional stability upside down. All kinds of rulers in the Middle East or Africa shot demonstrators when they got too violent and too demanding. Any ruler must be both feared and loved, no fear- no respect.
