I think yes, to a degree. The problem with most "internet government" schemes is that they frontload the governance part and neglect the infrastructure. You grow governance around existing or emerging infrastructure, not the other way around.

I'm thinking of Start as a currency to get community intra-trading going & start building network wealth. Gov. add ons: assurance contract for creation of community-public goods; funded by transaction tax; voting mech. For higher trust communities.
