Libertarians and progressives should love ranked-choice voting. They can run their own candidates without worrying about handing the election to the "greater evil". (I'm trying to earn the label "Ranked Choice Voting Bro". How am I doing?)

Depends on the situation. I think the default is to be sincere. But circumstances can make strategic voting attractive. Let's say you think your narrow 2nd choice has a chance of beating your first choice. You might then give your 2nd choice a zero instead of a 4.
