Is there such a thing as a fractal coordinate system? Are there CAD systems that can generate fractal meshes for example, with cauliflower-floret shaped cells, and turn a 3D scan on a cauliflower into a set of addressable locations like “Floret 3, subfloret 7...”)?

L-system produced objects have a fractal dimension. Because the underlying process was recursive, it works well your addressable locations. A sequence could specify levels by seq position, and unit of interest with integers. Beginning of Koch snowflake is at (1,1,1,1...)...

beginning of second unit @ first level is at (2,1,1,1...). end of whole Snowflake is at (4,4,4,4...).
