It's insane how big gaming companies will release art books a year or two after launching a game and we can see just how hard the concept artists tried to push for interesting, diverse, and dynamic character designs but the directors rejected them for something more "marketable"
As I recall, that Mei skin involved a rigging bug. Essentially her mesh was deforming to the incorrect animation bone and was clamping the geometry around it.

Heh, it totally does, doesn't it! Still very likely to be bone-weighting again - looks like oddly deformed geo. There's a ton of rigging tech that goes into each character and then even more support tech time for each skin. With so many skins it's tricky to catch everything.
