Just heard that Mayor Bowser is kicking the Utah National Guard out of all DC hotels tomorrow. More than 1200 troops from 10 states are being evicted. This is unacceptable. 1/2

The problem is that the *mayor* is the one ordering the removal when the 3rd amendment specifies the *owner* as having the final say. "No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war..."
Those hotels operate at the pleasure and allowance of the city they're located in. For all intents and purposes, the city "owns" them. The Mayor is the highest official for the city, and thus has executorship over that aspect of municipal operations.
