This isn't fair use. A cover is never fair use. He didn't make an educational video, a critism or non-profit video (he had revenue on it). Would he make a video talking about why it's good/bad, how to learn to play it on an instrument or just make no revenue on it = fair use

Although you can argue that the song was a parody, and if I'm correct parody is also excusable under the fair use law. I'm not 100% sure tho

If you want to make a cover then A. Contact copyright owner & ask for permission/make a deal (how much you'll pay from your income of it to them) B. just make a cover but be prepared that your income can & will be taken would they realize what you did.

This happens to famous people too, like Kanye used a clip of a Hungarian band's song, the publishing company noticed, went to court and they won a couple thousands from the revenue the song generated (about 15-30s of music was used). Sorry but this was rightful, JMO.
